Customer Rate Classes
JEA has three rate classes, residential, commercial and multi-family. Each class indicates the way customers use the water they buy from JEA.
- Residential customers have one meter serving one residence.
- Multi-family customers have one meter serving multiple residences. Apartments and condominiums are a couple of examples of multi-family rate customers.
- Commercial customers have one meter serving one business or one meter serving several businesses, a shopping center, for example.

Residential and multi-family customers use water differently than commercial and industrial customers. Water consumed inside of multiple apartments and condos, though on a single combined meter, is more similar to residential use characteristics than commercial characteristics.
For example, residential and multi-family customers use water inside for cooking, washing and bathing most often at specific times of the day. This creates water usage peaks based on these at-home consumption habits. This residential/multi-family use characteristic is not shared by our commercial and industrial customers.
However, irrigation of common grounds at multi-family complexes is more similar to those at commercial and industrial facilities. So, multi-family irrigation customers will be charged the same volume and service availability charges as commercial customers.
In summary, apartments and condominiums that have a shared meter are classified as multi-family to ensure that rate classifications apply appropriately based on the way water is used. For indoor consumption, water use is typical of residential customers. Outdoors, where irrigation/reclaimed water is used on common grounds, consumption is more similar to commercial customers and charges will be the same as for commercial customers.
